**Type of Requisition:** Regular**Clearance Level Must Be Able to Obtain:** None**Job Family:** Cyber Security**At GDIT, people are our differentiator.** As a IT Cybersecurity Program Manager supporting the VA Enterprise Security Architecture (ESA) Modernization Support project, you will be trusted to work actively with GDIT security and Cyber-Security professionals to support our VA customer. Our mission within the VA is to ensure Veterans information, VA information systems and infrastructure is cybersecurity ready.GDIT will accomplish this while ensuring the resiliency of VAs cybersecurity infrastructure through proactive monitoring, adaptive responses, adherence to Federal requirements and best practices, and the recruitment, retention, and development of a world-class cybersecurity workforce.The ideal IT Cybersecurity Program Manager will have project/program management experience as well as have lead cybersecurity projects. The right candidate will have worked with and in the security community and have a solid understanding the NIST Risk Management Framework (RMF), vulnerability management, auditing, governance, and training.Security or cybersecurity certifications, although not required, demonstrate a solid understanding of what it takes to run and manage a team of security experts. This is a key position on the project. As such, this resource must be located in the Washington, DC metro area so easily facilitate visits to VA offices to meet with the ESA project management team.**RESPONSIBILITIES** :+ Responsible for the day-to-day oversight of contractor personnel and Task Order performance including technical delivery and P+ Apply program management techniques to ensure the on-time, high-quality delivery of cyber products and ensure their compliance with all contract requirements+ Direct and manage IT project development from beginning to end.+ Develop full-scale IT project plans and communications documents.+ Delegate tasks and responsibilities to appropriate personnel.+ Identify and resolve issues and conflicts within the project team.+ Identify and manage project dependencies and critical path.+ Develop and deliver progress reports, proposals, requirements documentation, and presentations.+ Proactively manage changes in IT project scope, identify potential crises, and devise contingency plans.+ Coach, mentor, motivate and supervise IT project team members and contractors, and influence them to take positive action and accountability for their assigned work.+ Build, develop, and grow any business relationships vital to the success of the project.**QUALIFICATIONS**Required Skills and Experience+ Strong background and understanding of cybersecurity principles, industry security requirements and best practices+ **Masters degree in Engineering, Computer Science, Math or related scientific /technical discipline with 15 years experience. Ten (10) years of additional relevant experience may be substituted for education**+ 15+ years of both large and small IT Project Management experience, preferably supporting government agencies+ Experience managing a portfolio of projects.+ Experience in full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure, and management practices.+ 5+ years of experience as a PM for security projects+ 3+ years of experience in Agile development specifically Lean and/or Kanban+ Experience in direct or indirect oversight of software development, integration services, Operations and maintenance, and data modernization initiatives.+ **Ability to obtain a Public Trust clearance**+ **US Citizenship is required****Desired Skills and Experience**+ Ability to identify and mitigate risks+ Ability to track and manage costs, schedule, and performance progress+ **Experience leading teams of at least 25+ technical contributors**+ Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines.+ Persuasive, encouraging, and motivating.+ Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.+ CISSP, CISM, or CCISO or equivalent cybersecurity certifications+ PMP Certification including all continuing education credits+ Active VA clearance+ Familiarity working with VA information systemsThis position requires being fully vaccinated against COVID-19 by December 8, 2021 or the start date, if after December 8.We are GDIT.
