Summary:
The Contracts Manager oversees all aspects of the contracting and
subcontracting process, from creation to closeout throughout the
project lifecycle. This includes negotiating contracts, advising,
and supervising the Contract Administration team and ensuring every
contract is in accordance with corporate goals and objectives. This
position requires reviewing draft solicitations, contracts
modifications, and other contract actions.
Essential Job Functions:
- Assign and delegate tasks to Contract Administrators in support
of contract actions
- Monitor task execution to ensure compliance with corporate
policy and industry standards
- Supervise and participate in the preparation of contract
proposals, contract negotiations and contracts administration.
- Craft, evaluate, negotiate, and execute a wide variety of
contracts covering a range of transactions.
- Create and maintain relationships with suppliers and serve as
the main point of contact for contractual matters.
- Maintain records for contract correspondence and
documentation.
- Communicate and present information to stakeholders regarding
contract-related matters.
- Solve contract-related problems that may arise with internal
and external parties.
- Analyze performance of procurement activities against various
procurement indicators and goals.
- Analyze data to determine trends.
- Manage the tracking/monitoring of contract actions to ensure
compliance with GSA policy, contract reporting and Service Contract
labor hour reporting.
- Prepare and administer Non-Disclosure Agreements and Teaming
Agreements for execution.
- Develop and organize claims negotiation and Requests for
Equitable Adjustments (REA).
- Understand FAR/DFAR requirements, GSA and other MAS schedules
terms and conditions.
Necessary Skills and Knowledge:
- Must have previous Proposal and SOW analysis experience.
- Must have government contract review experience.
- Demonstrate comprehensive knowledge of most contracting
methods, contract types, and acquisition planning and
implementation of contracts to carry out pre-award and post-award
procurement actions.
- Experience and knowledge of all aspects of bids including
responsiveness ranges, contractor responsibility and contractor
performance measurements; comprehensive knowledge of procedures and
practices.
- Proven skills and abilities in oral and written communications,
customer servicing and interpersonal skills required to respond
effectively to request and complaints.
- Must be able to work as a team member.
- Exhibit strong attention to detail, organization skills oral
and written communications skills.
- Highly proficient in Microsoft Office 365.
- Ability to handle sensitive information with discretion, tact,
good judgment, maturity, timeliness, accuracy and with limited
supervision.
- Must possess excellent time management skills.
Minimum Qualifications:
- Bachelor's Degree in Accounting, Business, Finance, Economics,
or related field.
- Must have 6 - 10 years of experience in procurement or related
field is required.
