Job Description:
The Developmental Services (DS) Program Director performs
complex professional and administrative work designing,
implementing and directing a comprehensive developmental service
network for adults and children with Intellectual/Developmental
Disabilities (I/DD) and the Infant and Toddler Connection (ITC) of
Richmond. Work involves setting policies and goals under the
direction of the Chief Operating Officer of DS / ITC of Richmond /
Region IV REACH. Oversees various programs within the DS division,
including Early Intervention/Part C, Child and Adult Support
Coordination, Service Monitoring, Supported Residential Services,
OBRA, Intake / Eligibility Determination, and Public Guardianship.
Key responsibilities include taking a lead role in the development
/ drafting of the DS and ITC operating budgets; monitors spending
to ensure adherence to designated budgets; participates in the
procurement process as needed to ensure adequate access to
contracted services is available; monitors contracts with community
providers; interpret and implement policy and procedures relevant
to service and program delivery; oversees the coordination of
reimbursement and billing processes for DS and ITC services;
identifies/develops revenue sources; maximizes billing through
service delivery; implements statutory and regulatory standards to
meet licensing and third-party payer criteria; leads new
initiatives as needed and supported, and in collaboration with
regional partners and interagency departments; utilizes service
data / outcomes in collaboration with Quality team and use the
information to help set strategic goals / direction, focusing on
quality improvement; participates in Root Cause Analysis activities
in collaboration with Quality Assurance and Program Managers to
identify and address programmatic concerns which impact individuals
receiving services and / or which increase risk for RBHA; directs
and mentors Program Managers in execution of their duties; and
related work as apparent or assigned. Position is supervised by the
Chief Operating Officer of Developmental Services / ITC of Richmond
/ Region IV REACH.Essential Functions
- Provides leadership to staff in achieving the agency mission
and instills commitment to principles of community-based behavioral
health and developmental services.
- Provides direction to staff who provide clinical and
administrative supervision including collaborative
planning/direction setting, task assignment and monitoring;
provision of professional guidance; delegates authority to achieve
group objectives as needed, educates, trains and counsels.
- Develops draft for Program-specific operating budget and
monitors ongoing expenditures; proposes modification to budget as
required.
- Develops program evaluation strategies, implements, monitors
and analyzes outcomes.
- Projects future program needs, and funding by analyzing current
trends, identifying service gaps, data analysis, surveys and
translates this information into long-range plans. Initiates
creation of new positions and service development to meet
identified gaps.
- Performs varied routine and non-routine administrative
activities i.e., general correspondence, reports, review records
and reports, authorize expenditures, coverage for leadership
positions, etc.
- Provides policy input and guidance on issues of personnel,
methods and standards of service delivery, ethical and professional
performance.
- Participates in Senior Leadership Team, working
cross-departmentally with other agency leaders. Ensures
contributions to SLT reflect staff input and needs from the
division.
- Creates consistent messaging for distribution by Managers to
their teams as it pertains to agency initiatives, policy changes,
and regulatory updates.
- Contributes to the maintenance of a workplace culture that
aligns with agency and division core values.
- Interprets and implements agency, local, state and federal
policy and procedures relevant to service and program delivery
conduct and the target populations.
- Monitors, analyzes and evaluates internal and external policy
and procedures based on professional knowledge, competence and
areas of expertise.
- Maintains positive and productive working relationships with
other professionals, agencies or businesses on behalf of or to
promote a comprehensive service or program delivery.
- Effectively addresses performance concerns within the
program/team utilizing agency provided disciplinary and coaching
tools and procedures. Seeks to understand human resource laws and
regulations and operates in accordance with them consistently,
reducing risk of harm to employee as well as the agency.
Collaborates with human resources to ensure compliance with
employment/workplace laws.
- Participates in the procurement process as needed to ensure
adequate access to contracted services.
- Monitors contracts with community providers to ensure
compliance and works with the vendor and CSB representatives as
needed to address concerns should they arise.
- Participates in agency work groups/committees as needed.
- Completes other duties as assigned.Knowledge, Skills and
AbilitiesComprehensive knowledge of the principles and practices of
community-based behavioral and developmental services;
Comprehensive knowledge of continuing support needs of individuals
with intellectual and/or developmental disabilities (I/DD);
Considerable knowledge of Department of Justice (DOJ) settlement
with the Commonwealth of Virginia and current DD Waiver Support
System; Comprehensive knowledge of Early Intervention/Part C
service and support system; Comprehensive managerial and
administrative skills; Considerable skill in oral and written
communication; Demonstrated skills in program planning,
development, implementation and evaluation; Considerable knowledge
of funding procedures, budget development, and fiscal management;
Expertise in casework documentation and treatment plan development;
Ability to skillfully communicate and collaborate with a wide
variety of people; Demonstrated skill in the ability to resolve
conflicts between consumers and their families or other
care/service providers; Ability to establish and maintain effective
working relationships with others including program leadership,
agency program directors, external contractors, business
associates, local and State agency representatives and the general
public.Position RequirementsEducation and ExperiencePosition
requires a Master's degree in psychology, social work, counseling
or related field. Extensive experience in a behavioral health
setting including (4) years in an administrative, management, or
supervisory capacity.Licensure in respective field is
preferred.Person Work Mode CategoryHybrid Teleworker: Employee has
an active telework agreement on file and consistently teleworks a
minimum of 32 hours or more per month (but less than full-time),
typically teleworking from a defined alternate worksite(s) one to
two days a week and on a consistent and regular basis. Employee has
an assigned or shared workspace at an authority worksite(s) and
functions as an Authority Worker when not teleworking. With
management approval, may sometimes travel to other agency or
institution work sites for meetings or other work - or from time to
time to non-agency sites for reasonable and necessary conferences
or meetings. Employee may be required to telework in support of
continuity of operations during emergency closings and crisis
