Between 7 am - 4 pm, will include occasional evenings, weekends and holidaysWork Site Location: 1224 Progressive DrPosition Driving Requirement: R - RoutinePay Basis: Semi-MonthlyAdvertised Salary: $ 71, 219 - $ 94,366 annually DOQJob Description: This position provides administrative direction and manages the Department's maintenance service areas under a broad scope, with daily actions and decisions based on the City's Vision, Values and Strategic Anchors. The position is responsible for coordinating and scheduling all phases of outdoor maintenance operations at all City Parks, municipal facilities/grounds and outdoor recreational facilities and amenities, which includes; multi-use trails, open space, turf, sports fields, municipal grounds, landscaping, park and athletic facilities and courts, campgrounds, splash pads and oversees logistical setup to support City and community special events and activities throughout the City. The position is responsible for employee supervision; including training, counseling, hiring, scheduling, monitoring, disciplining, and evaluating. Plans, organizes and implements policies, budgets, and reports to executive level administrators through correspondences, meetings and conferences. Other related duties include but are not limited to: Responsible for the effective supervision and administration of staff organization and development, training, work schedules, project scheduling, hiring, interviewing, performance evaluations, employee relations, prioritizing, monitoring and assigning work and related activities. Maintains timekeeping, training and other personnel related records. Develops, oversees and works flexible schedules of staff to include maintenance coverage 7 days a week. Manages and develops service, maintenance standards and standard operating procedures and manuals for municipal, park and athletic ground maintenance, repairs, cleaning, construction, horticultural projects and activities, mowing operations, equipment replacement cycles, spraying for weed control, pesticides and fertilization of turf and plants, outdoor restrooms, concession and storage areas, fence repairs, sign fabrication and installs, ball fields preparation and maintenance, playground and splash pad equipment inspection and repair, sidewalks and trails, lawn, parking lots, parks electrical, utilities, public landscaping, arboricultural work, tree pruning, landscape design, trash collection and disposal on public outdoor properties. Develops, implements, and oversees comprehensive maintenance activities, projects and programs; researches and monitors specifications, landscape design and install, tree planting and park projects; scheduling of projects, works within budget to prepare bid packages and annual contracts, ensures compliance with local, state and federal regulations and laws. Develops, prepares and monitors annual operating and capital improvement budgets; oversees and approves specifications and expenditures; prepares financial forms, performance standards and reports for assigned areas. Provides input in the development of the Department's master plan. Gathers and maintains information to support periodic and special reports documenting activities and events for area of responsibility. Prepares detailed records and reports such as service, maintenance and project plans, sustainability, projections and schedules. Maintains documentation system for assigned area; processes daily paperwork including reports, work orders, correspondence, memos, requisitions, and personnel information. Develops and implements policy and procedures, performance measures, and standards for area of responsibility; interprets and enforces same. Develops strategic plans for delivery of services. Coordinates, develops, and recommends short and long-range plans pertaining to the management and maintenance of service area; development of various contract specifications and /or monitors contractual work to ensure compliance. Coordinates service needs, inventory and requests with internal and external customers and evaluates responsiveness of staff to service standards. Provides exceptional internal and external customer service to the community and staff, responds to service requests and inquires, and addresses complex customer service related concerns that meets the expectations of the City's Customer CARE standards. Resolves complaints, issues, and conflicts with personnel, other divisions, general public, and volunteer organizations. Works closely with various internal and external groups to ensure the success of numerous special events, activities and programs. Manages the preparations, maintenance and logistics associate with special events. Attends or conducts staff meetings to exchange information; attends in service training and technical or professional classes, seminars, or conferences to improve technical or professional skills. Performs other duties as assigned.Required Qualifications: VOCATIONAL / EDUCATIONAL REQUIREMENT : Requires any combination of education and experience equivalent to a bachelor's degree in leisure services management, horticulture, business administration, or a closely related field. EXPERIENCE REQUIREMENT : In addition to satisfying the vocational/education standards, this position requires a minimum of four years of full-time equivalent management experience. SPECIAL CERTIFICATIONS AND LICENSES : Requires a valid driver's license and a driving record that is in compliance with City Driving Standards. SPECIAL REQUIREMENTS : Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.Preferred Qualifications:
Comprehensive knowledge of the maintenance methods, tools, chemicals, and equipment used in the repair of park and recreational facilities, structures, equipment, and amenities as well as the operation and maintenance of assigned vehicles and specialized heavy equipment.
Considerable knowledge of principles and processes for providing customer service.
Computer skills, knowledge of Microsoft Office and Outlook applications.
Knowledge of park and recreation facility operations, standards and maintenance to include visitor management principles and techniques as applied to parks, municipal facilities, ballfields and other outdoor recreational settings as well as professional recreational philosophies, principles, and practices.
Significant Supervisory experience.
Experience utilizing and operating heavy equipment.
Project management experience.
Excellent communication skills.
