Job Description:

The Business Applications Specialist (BAS) I position provides technical support to the HR department for various Human Resources Information Systems (HRIS). The position is responsible for the administration and operation of the payroll/HR management system (i.e. MUNIS), applicant tracking system (i.e. CLICK-PeopleAdmin), internal Sharepoint site, external department website, and other similar systems. The BAS I acts as the primary point of contact for users of HR information systems whose issues or questions are of a functional nature. The BAS I performs troubleshooting, training, and data compilation in support of a wide range of HR business objectives. The position will also provide guidance to one or more City departments, as the assigned HR practitioner, in the areas of onboarding, employee relations, grievances, policy interpretation, training, and communication. This position reports to the Management Analyst.Summary of Duties:

  • Serves as functional system administrator for various HR information systems, including configuration management, data integrity auditing, and user maintenance.
  • Works collaboratively with Human Resources, Finance, and Department of Information Technology (DIT) staff to troubleshoot and resolve user, software, data, and configuration issues with HR information systems. Contacts software vendors and DIT staff as necessary to resolve technical issues.
  • Coordinates a variety of HRIS projects/initiatives, including planning, collaboration, communication, and implementation.
  • Gathers and analyzes data to provide specifications to DIT for system modifications and interfaces. Assist DIT staff with testing system modifications for conformance to specifications.
  • Researches options for enhancements to the HR information system. Evaluate the impact on department workflow and recommends changes to enhance productivity.
  • Leads activities related to testing, training, and support phases of system upgrades and new implementations as well as other HRIS projects.
  • Provides technical assistance and consultation to City staff on HRIS. Develops and implements training and creates workflow diagrams and job aids to serve as reference tools for end-users.
  • Prepares monthly, quarterly, annual, and ad hoc analyses and reports for management review.
  • Serve as HR practitioner for assigned department(s) providing guidance on employee relations matters, policy interpretation, HR procedures, etc.
  • Assists in the development or revision of Human Resources related policies and procedures.
  • Performs other duties assigned or requested to include other related tasks to support the HR Director and Department. Knowledge, Skills, and Abilities
    • Basic knowledge of HR concepts and practices to include data management, timekeeping, compensation, and recruitment.
    • Good understanding of database structure and system maintenance principles.
    • Skilled in analyzing and summarizing data in Excel for management review.
    • Strong analytical, critical thinking, and problem-solving skills.
    • Clear and effective written communication; comfortable and skilled in presenting detailed information to large groups.
    • Skilled in collaborating with staff to achieve established goals/objectives and deliver effective and efficient service. Vocational/Educational Requirements:Requires any combination of education and experience equivalent to an associate's degree in computer science, information systems, business management, or a closely related field.Experience Requirement: In addition to satisfying the vocational/education standards, this position requires a minimum of two years of related, full-time equivalent experience.Special Certifications and Licenses:NoneSpecial Requirement:Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
