Analyst - Chesapeake VAWe are seeking an entrepreneurial Strategic
Sourcing Analyst professional to join our high caliber team.This is
an exciting opportunity to be part of team that embraces change.

manufacturer of highly engineered specialty rail equipment.Our US
headquarters in Norfolk VA, with over 350 associates, which is
shortly to undergo a $54 million expansion.We design and
manufacturer complex mobile rail equipment supporting the nations
critical rail infrastructure.We also operate our own contracting
fleet supporting civil construction companies, class 1 and short
line railroads. OverviewDevelopment of Sourcing Plan - Work to
understand the industry landscape, competitive landscape, and
supplier options for the product categories assigned. Proactively
analyze spend data to determine new areas of opportunity. Sourcing
Strategy and Contract Management - Leverage sourcing plan to guide
project plan. Collaborate with business partners to understand
upcoming business requirements including cost, service and quality
specifications, encouraging product standardization wherever
possible.Supplier Relationship Management - Manage supplier
relationship of key suppliers assigned to evaluate cost, quality
and serviceability as well as issue resolution.Value Analysis
Support - Assists Supply Chain Value Analysis staff with financial
evaluations of opportunities. Develops product request form.
Provides financial analysis for various products options. Provides
alternative suppliers for desired product. Reporting:Strategic
Sourcing Analyst reports directly to the Supply Chain
Manager.Partners with the Purchasing Manager.Supports Business Unit
Leaders in Equipment, Contracting, Technology, Parts and Service.
Primary Responsibilities: Data Collection- Collects technical
specifications and commercial specifications, including buyer info,
bid item, volume, supplier management, pricing.Supplier Research
and Outreach- Informs current suppliers about upcoming bids (e.g.,
e-mail letter and / or direct contact). Starts supplier outreach
(both current and new suppliers); submits list of potentially
interested new suppliers and RFI for approval; manages the signoff
list of potential suppliers for participation and RFI; Sends RFI
request to targeted suppliers. Review Supplier Scorecards.RFQ
Development and Publication- Sends 1st RFQ Draft and Lot Structure
to team for feedback on RFQ Draft; Finalizes RFQ (RFQ document,
Cost Breakdown document, Lot, Bid Parameters, etc.); Manages the
signoff process and publishes.Spend Reporting- Generates detailed
spend reports by sourcing category to be published to senior
leadership.General Market Analysis- Provides monthly/weekly input
cost market reports pertaining to specific category.Operates with a
sense of urgency, a natural pro-active entrepreneurial leadership
style.Strong organization and planning skills needed for managing
multiple projects with deadlines at several
suppliers/commodities.Must be able to travel up to 10% of the time.
Qualifications:Bachelor's Degree and 3-5 years' experience
Strategic Sourcing/procurement and/or contract processing
experience strongly preferred (as buyer, value analysis, budgeting,
sales in manufacturing and/or equipment)Some medium / heavy
industrial manufacturing experience in addition to previous
railroad experience, helpful.Ability to work in a team environment
as well as independently.Proven problem solving and decision making
skills, analytical and interpersonal skills. Demonstrated
experience with MRP (AS400) and Microsoft Office Suite, emphasis on
Excel. Access a plus.Ability to be respectful, approachable and
team oriented while building strong working relationships and a
positive work environment Licensing and Certifications: Purchasing
Certifications helpful: CIPS, CPSM, CSCP, and CSCM. Working
conditions and/or physical requirements:Work will be conducted in
and around industrial manufacturing facilities and railroads.Some
travel required throughout US, Canada and Mexico, up to 10%. About
