Our Marine Services Division has more than 30 years experience in providing full-service ship repair capabilities for the US Naval Vessels including submarines, surface ships and crafts and deep submergence systems. Operating from state-of-the-art facilities in Chesapeake, Virginia, we are certified in Submarine Safety (SUBSAFE) and Deep Submergence System Scope of Certification (DSS-DOC) repair activities, and specialize in the design, repair, maintenance, modification, and installation of hull, mechanical and electrical (HM&E) systems.

Position Summary

Supervises, assigns, coordinates, and evaluates semi-skilled and skilled trades personnel according to their skill, experience and job knowledge. Supervises and trains employees to improve quality and quantity of work performed. Recommends training to enhance skill and productivity of employees and assists in development of training procedures. Breakdown broad strategies to practical action plans and ensures employees are trained to perform these plans. Responsible for complying with all technical aspects of the job including adherence to all drawings, procedures, etc. Responsible for manufacturing, installation, operation, testing, and process operations that have a significant financial impact on the company's performance. Supervises qualified trades staff, monitoring job and budget performance for area of responsibility.

Duties & Responsibilities


  • Supervisory responsibilities include training employees, planning day-to-day work assignments, and assigning/directing work; appraising performance; rewarding, holding employees accountable, and disciplining employees (when necessary); addressing/elevating complaints and resolving problems.
  • Supervisory responsibilities may include interviewing and assisting with decision-making for hiring employees.
  • Interface with internal and external customers to ensure complete satisfaction.
  • Schedule, prioritize and control production within your area of responsibility to ensure that production deadlines are met, and manpower is optimized. Coordinate the production schedule with the work scheduler and other department supervisors
  • Recommend and/or make improvements in equipment or production methods.
  • Comply with safety procedures and regulations as required to ensure safety of your production personnel. Maintain adherence to good housekeeping practices and safety guidelines in accordance with OII-MSD safety policies.
  • Provide technical advice and interpretation of drawings, schematics, MIL-STDs, SUBSAFE requirements, production processes, etc., to production personnel.
  • Coordinate the deployment of trades personnel to forward work sites. Ensure personnel are properly prepared (e.g., required safety equipment, manuals, drawings, material, tools, QA paperwork, etc.).
  • Ensure required production documentation is completed and filed properly (e.g., Time Sheets, Travel Claims, QA Inspection Documentation (OQE), Material Purchase Order Requests, etc.).
  • Provide production status for all assignments to the Project Manager.
  • Conduct performance evaluations of assigned personnel. Work with Human Resources and the Resource Department to handle grievances and take proper actions, when necessary.
  • Ensure all equipment issued to production personnel is safe and properly maintained. Ensure pack-out list are issued to the tool room for away work sites. Ensure personnel returning from forward work sites return tools to the tool room and any broken tools are reported to the Tool Room Attendant.
  • Ensure pre and post job briefs are held to discuss items of concern. Ensure all departments are invited and direct any department to attend if issues affect them.
  • Ensure that Trade employees assigned receive any material that was not shipped with tool and equipment. Receive completed Job Material List from purchasing after completion to ensure any late material will not affect work completion schedules.
  • Review OII work packages (REC, CWP and FWP) prior to opening to ensure the full scope of work is identified for assigned task. This shall include adding any special reference readings required for system reinstallation and/or certification.
  • Review/audit OII work packages (REC (Re-Entry Control), CWP and FWP) at the completion of work to ensure all requirements and Objective Quality Evidence are completed. Sign the Re-Entry Control (REC) and Maintenance Certification Record (MCR) as required at the completion of production work.
  • Participate at assigned level with Fact Finding Critiques when required to identify unsatisfactory work processes.



    • High School Diploma required or GED equivalent
    • Trade experience (Electrical, Welding, Ship fitting, Inside Machinist, or Outside Machinist) OR Foreman Naval and/or Commercial Shipyard experience.


      • A.S. Mechanical; or Foreman Naval and/or Commercial Shipyard with Apprenticeship Program; or High School/GED with Apprenticeship Diploma; or High School/GED with extensive military training.
      • Management/Supervisory experience in submarine operation/repair.
      • Experience in performing SUBSAFE/Level I material work.
      • Technical knowledge and experience with submarine and/or surface combat weapons systems, launcher systems or other similar Naval or military system.
      • Knowledge of the naval ships systems repair organization and procedures.
      • Must have the ability to communicate and interface effectively with personnel within and outside the organization.
      • Must be able to obtain a U.S. DOD Secret Security Clearance.

        Additional Information


        This position is considered SHOP/INDOORS which is characterized as follows.

        • Primarily indoors during the day and occasionally at night
        • Frequently working on or near moving equipment and vibrating equipment
        • When outdoors, humidity is frequently above 90%
        • Noise is over 85 decibels
        • Light is intense/glare
        • Occasional exposure to open fire/flames/sparks
        • Frequent exposure to airborne dust, fumes, and gases
        • Includes exposure to contaminants
        • Requires working in very hot (above 90 F degrees) or very cold (below 32 F degrees) temperatures
        • Includes exposure to sounds and noise levels that are distracting or uncomfortable
        • Job tasks are performed in close physical proximity to other people
        • Requires working indoors in non-controlled environmental conditions
