Our Marine Services Division has more than 30 years experience in providing full-service ship repair capabilities for the US Naval Vessels including submarines, surface ships and crafts and deep submergence systems. Operating from state-of-the-art facilities in Chesapeake, Virginia, we are certified in Submarine Safety (SUBSAFE) and Deep Submergence System Scope of Certification (DSS-DOC) repair activities, and specialize in the design, repair, maintenance, modification, and installation of hull, mechanical and electrical (HM&E) systems.

Position Summary

Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP), request for quote (RFQ), data submitted by prospective customers. Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data. Collects cost data from functional representatives, subcontractors, and vendors. Computes cost estimates of raw materials or subcontracted work and labor. Prepares and maintains historical cost data. Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors .

Duties & Responsibilities

  • Considers all specified references including applicable NAVSEA Standard Items in the formulation of the estimate.
  • Analyze Request for Proposals (RFP) and Requests for Quote (RFQ) services, materials, and fabrication.
  • Responsible for conducting bid/no bid process
  • Develop and maintain material lists for inclusion in ship's index drawings, updates, and produces cost and man-hour/day estimates and milestones/POA&M GANTT charts/critical patch reports.
  • Possess a thorough understanding of the repair definition, production procedures, planning procedures, material requirements, adherence to technical instructions/directives and other similar experience in preparing contract specifications.
  • Coordinate with Production, Quality Assurance, Purchasing, Engineering, Contracts, customers, and vendors to develop and discuss estimated costs and work breakdown structure (WBS) for each task, RFQ, RFP, or work package.
  • Demonstrated ability to understand and follow all ISO-9000 policies, procedures, and instructions that are applicable.
  • Ability to estimate repair or fabrication of new construction and machining RFQ's
  • Work with Resources department to develop labor estimates per trade.
  • The above list is only a representative sample of what the Project Estimator may be asked to do. The Project Estimator may perform other special projects or duties as required to support business needs.

    Qualifications

    Education:
    • High school diploma or equivalent.
      Experience:
      • Candidate should have at least five (5) years of experience in the manufacturing industry estimating costs for industrial work using specifications and related drawings. Direct experience in structural/fabrication is a plus.
      • Candidate must possess a strong understanding of manufacturing processes including welding, machining, and fabrication. Direct working experience in these areas is a plus.
      • Demonstrated experience with government contracting in the submarine and surface ship programs, including strong ability to read and understand technical drawings.
      • Experience with managing contractual requirements and contract deliverables.
      • The candidate should have a working knowledge of Microsoft Office products with substantial experience working with Excel.
      • The candidate must possess excellent communication skills to coordinate with project managers, office staff, and material vendors.
        Security Clearance
        • Must be able to obtain a Secret Security Clearance issued by the U.S. Department of Defense.
        • Applicant will be subject to periodic security investigations and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government.
        • In addition to the security clearance, this position may require an additional background screening for base access.
          Citizenship
